City E was initially established as a consulting firm in 2004 by researchers based mainly in Athens, who had been involved in conducting specialized studies on a variety of topics since the 1990s. Over time, it was joined by numerous other researchers with related specializations, creating the conditions for the formation of a group with increased high-level capabilities. Taking advantage of the many years of experience of its associates, it adopted a flexible study structure, which includes independent departments under the general coordination of the management.
