

The bill regulating the implementation of the Electronic Building Identity was submitted to Parliament by the Ministry of Environment under the title “Control and Protection of the Built Environment.”
The Electronic Building Identity is the complete digital file of a building/an independent divided property or an undeveloped plot/ plot of land, which records the current status of the building and its permits, as well as monitoring and controlling changes to it throughout its lifetime.
Simply put, it is an “X-ray” of our building and includes all its details as well as the National Land Registry Code Number (ΚΑΕΚ). This makes it easier, faster, and more efficient to carry out any legal transaction or change that concerns it.
Transfers, sales, construction of new buildings, regularization of unauthorized buildings, etc., cannot be carried out without the Electronic Building Identity (EBI).
Also, with the HTC the owner has all the information that concerns the property in a single and only file. Specifically, the building plans, the permits, the energy classification (PEA), the static adequacy and of course has and knowledge about the legality or illegality of the building of.

The aim of the Electronic Building Identity is to make it easier for owners, engineers, and relevant authorities to have full control of the property and to reduce the bureaucracy involved.
In practice, if, for example, we want to transfer our property, there is no need to reissue certificates, etc. In addition, the status of the property and the legal permits relating to it are recorded. If we decide to change something in our building, the engineer who manages it updates the electronic file. The Hellenic Technical Chamber must be notified if work is carried out on the building that requires building permits or approval from a public authority.

Then, the relevant Building Authority, i.e. the former Town Planning Department, will issue the Construction Inspection Certificate.

The Electronic Identity data is stored in the Electronic Register, which is supervised by the Built Environment Observatory. From there, there is a link via the General Secretariat for Information Systems to the Land Registry database and the Public Power Corporation, which enables the State to cross-check and verify the details of each building.
Now, the building identity for existing buildings will be drawn up when they are transferred and only once. For each subsequent transfer, it is sufficient for the current owner to issue a Certificate of Completeness.

- Buildings belonging to the State, local authorities, and public entities, as well as those that house State, local authority, and public entity services and house such services.
- Public gathering buildings: theaters, cinemas, assembly halls for social, economic, cultural, and religious events, conference centers, and exhibition buildings. This category also includes cultural facilities (libraries, museums, exhibition halls), sports facilities (indoor gyms, stadiums with stands and enclosed auxiliary areas, professional football club stadiums, Olympic sports facilities), public transport transfer stations.
- Petrol stations and car repair shops: buildings or parts of buildings used for petrol stations or car washes, as well as all types of car repair shops.
- Tourist accommodations larger than three hundred (300) square meters.
- Education: public and private buildings for preschool, primary, secondary, and tertiary education.
- Health and social welfare: healthcare buildings (hospitals, medical centers, clinics, rural and regional clinics, mental health centers, health service centers). This category also includes: nurseries, daycare centers, boarding schools, retirement homes, institutions for the chronically ill, institutions for people with special needs, and shelters.
- Correctional facilities: detention centers, special detention centers for young people.
This category includes all other buildings regardless of their use.
For Category A buildings, the building identity must be submitted within five (5) years from the date of entry into force of these provisions.
For other Category B buildings, the identity card must be submitted upon transfer of the building, in which case the relevant identity card declaration must be attached to the contract of transfer of ownership after the effective date.
