New circular regarding the required supporting documents for the payment of contributions & withholdings for the issuance of approval – building permit for construction

The Ministry of Environment and Energy issued a circular regarding the required supporting documents for the payment of contributions and withholdings for the issuance of a building permit.

Specifically, the circular states the following:

Following the entry into force on 1 January 2017 of Chapter F, “Amendment of ETEA Provisions and Regulations of the former TSEMEDE” of Law 4387/2016 (Government Gazette 85/A/12-5-2016) and taking into account that: (Government Gazette 85/A/12-5-2016) and taking into account that:

According to Decision No. D17a/03/8/FN460/23-1-2012 of the Ministry of Infrastructure, Transport, and Networks, the unit prices for construction projects are determined (Government Gazette 56/B/25-1-2012)
According to Law 4093/2012 (Government Gazette 222/A/ 12-11-12), the 2% retention in favor of TEE is abolished
According to subparagraph IA3 of paragraph IA of Article 1 of Law 4254/2014 (Government Gazette 85/A/7-4- 2014), the owner’s contribution to TSEMEDE is abolished
According to paragraph 6a of Article 2 of Law 4393/2016 (Government Gazette 106/A/6-6-2016), the deductions from engineers’ fees in favor of TSEMEDE are abolished,
it is clarified that the required proof of payment of contributions and deductions under Article 3 of Law 4030/2011 and Joint Ministerial Decision No. 7533/2012 (Government Gazette 251/B/13-2-2012) for the issuance of a building permit are as follows:

Fee agreement
Fee report in the TEE electronic system
FEM on the agreed fee
In favor of EMU (1% of the legal fee)
Owner’s tax:
In favor of EMU (0.5% of the project budget)
Contribution to KΗ resolution
Contribution to IKA
Contribution to TEE
Contribution to the Municipality
