Wall masonry

In a building with a ground floor entrance hall that adjoins the side boundaries of the plot and the rear boundary (the uncovered area is formed at the front of the plot), can walls be constructed at the level of the gatehouse on the side boundaries and at the full height of the gatehouse? It should be noted that on the adjacent plots there are residences that are adjacent to the boundaries of the plot and the building under construction. If such side walls are allowed to be constructed on the gatehouse, do they count towards the building volume?

According to Article 10 of the Building Regulations (Walls at plot boundaries…), paragraph 2.1, when a building is constructed on pillars (pilotis) in contact with the common boundary, it is not mandatory to construct the wall referred to in paragraph 1 (” 1. When constructing buildings in contact with the common boundary of adjacent plots, a separate wall shall be constructed for each building in contact with their common boundary and with its entire thickness within the plot of the building being constructed.”) in place of the gate. This means that it may be constructed, at its full height, on an optional basis. These walls are not included in the building volume, as are the load-bearing elements (columns) in the free part of the gatehouse.
