The Joint Ministerial Decision concerning the determination of the details of cases a to i of paragraph 4 of Article 47A of Law 4495/2017 (A’ 167), which are required for the issuance and verification of the certificate of connection to the Electricity Distribution Network during the electrification process.
We remind you that the above paragraph states the following:

Article 47A
4. By joint decision of the Minister of Environment and Energy and the Minister of Digital Governance, the following shall be determined:
a) the supporting documents and information required for the issuance of the certificate of connection to the Electricity Distribution Network,
b) the electronic form of the connection certificate, which, where required, shall also specify the period of validity of the connection certificate issued in each case,
c) the procedure for the electronic submission and issuance of the connection certificate and the technical specifications of the electronic files of the supporting documents,
d) the terms of access and availability to the information system and electronic information referred to in this article,
e) any type of geospatial data required to locate the property,
f) the terms and specifications for interconnecting the system for issuing the connection certificate with the corresponding information system of the Greek Electricity Distribution Network Operator, as well as with other related electronic systems and applications,
g) the fee for issuing each connection certificate to public utility networks,
h) the procedure for informing the Greek Electricity Distribution Network Operator in cases of revocation or, in general, termination of the connection certificate referred to in paragraph 3,
i) the procedure for inspection by the Building Services, as well as any other relevant details.
The procedure of paragraph 1 shall apply six (6) months after the issuance of the above decision.

Specification of the details of cases a to i of paragraph 4 of Article 47A of Law 4495/2017 (A’ 167), required for the issuance and verification of the certificate of connection to the Electricity Distribution Network during the electrification process.
Article 1
Documents and information required for the issuance of the certificate of connection to the Electricity Distribution Network
The following supporting documents and information are required for the issuance of the certificate of connection to the Electricity Distribution Network:
For buildings, facilities, and structures that require the issuance of a building permit by the competent Building Authority (building permit, approval of small-scale construction works, approval of antenna structures, etc.):
a) In the case of temporary connection/construction site electricity supply, where required, the following shall be submitted:
aa) a solemn declaration by the project owner or the person legally entitled to assign the management of the application to an authorized engineer or technical company,

ab) the details of the property and the geospatial data for its location,
ag) the details of the project owner or the person with legal rights,
ad) evidence of legal ownership/building/construction (building permit, building license, approval for small-scale construction work, structural construction approval, etc.).
b) In the case of a permanent connection/initial electrification, the following shall be submitted in addition to the above:
ba) a copy of the certificate issued by the relevant municipality regarding the surface area of the property/building to be electrified,
bb) the approval of the building permit/construction permit, in accordance with Article 47 of Law 4495/2017. In the case of requests for electricity supply for construction works that have been granted by the competent bodies of Article 31 of Law 4495/2017, other than the relevant YDOM, such as the Civil Aviation Authority, the Earthquake Damage Restoration Services, the Autonomous Building Organization of Officers, the Services of the Ministry of National Defense, the public limited company under the name “Building Infrastructure,” the Project Construction Control Directorates, the Church of Greece and the Church of Crete for the electricity supply of Holy Temples, Holy Monasteries, and Metropolitan Halls, the General Secretariat of Sports, etc., the building permit issued by the above bodies and agencies shall be submitted, certified, and approved.
In the event that a separate part of the building or buildings has been completed (e.g., apartment, store, etc.), the above information in case b) refers to that specific part.
c) In the case of permanent connection/initial electrification of structures or installations that have not been carried out with a building permit or construction permit, but in accordance with another administrative act for the execution of construction works (such as approval of small-scale construction works, approval of antenna structures, etc.), in addition to those referred to in paragraph a), the act of completion of the works or the positive conclusion of the Building Inspector, if provided for, or otherwise a Technical Report by a competent engineer for the completion of the works, shall be submitted.
d) For the case of permanent connection/initial electrification of livestock shelters under Joint Decision No. 5888/3.2.2004 of the Deputy Ministers of Environment, Spatial Planning and Public Works and Agriculture, “Determination of prerequisites, conditions, and supporting documents for the issuance of construction and installation permits for livestock shelters with greenhouse frames and mobile livestock shelters” (B’ 355), the approved construction permit from the competent YDOM is submitted.
e) In the case of permanent connection/initial electrification of unauthorized structures and installations, in the absence of the required building permit or other building work execution document, either a certificate of inclusion in the provisions for the suspension of penalties, accompanied by proof of payment of at least the first installment of the single special fine, or the decision to exempt them from demolition.
For installations and constructions that require the issuance of an approval act by the competent primary and secondary local authority, the following shall be submitted in the case of a permanent connection/initial electrification:
a) a solemn declaration/decision by the representative of the entity or the person legally entitled to assign the management of the application to the Application Manager to an authorized engineer or technical company,
b) the data of the construction and the geospatial data for the location of
c) the details of the entity or person having the legal right
d) technical report by a competent engineer on the completion of the works,
e) a copy of the certificate issued by the relevant municipality regarding the surface area of the property/building to be electrified, if required,
f) proof of the legality of the construction (certificate, permit, or document from the relevant department of the municipality or region, as applicable).
Specifically:
i. In the case of illuminated signs, the permit from the relevant municipality must be submitted in accordance with Law 2946/2001 (A’ 224).
ii. In the case of constructions and installations in common areas of settlements, a document shall be submitted approving the corresponding study by the competent Regional or Municipal Authority, as applicable.
iii. In the case of irrigation facilities, a special form must be submitted by the competent Directorate of Agricultural Economy and Veterinary Medicine of the relevant Region.
iv. In the case of traffic light electrification, a document from the Technical Services of the Municipality or Region shall be submitted, in accordance with the jurisdiction over the road on which the traffic light is installed.
For special constructions and installations, which require the issuance of an act by other public services and bodies, the following shall be submitted in the case of final connection/initial electrification:
a) a solemn declaration/decision by the representative of the body or the person legally entitled to assign the management of the application to the Application Manager to an authorized engineer or technical company,
b) the construction details and geospatial data for its location,
c) the details of the entity or person having the legal right,
d) technical report by a competent engineer on the completion of the works,
e) a copy of the certificate issued by the relevant municipality regarding the surface area of the property/building to be electrified, if required.
f) proof of the legality of the construction (certificate, permit, or document from the relevant department of the municipality or region, as applicable). Specifically:
i. In the case of squares and public spaces that are being developed, a certificate must be submitted confirming that the development works have been completed by the relevant body, in accordance with studies approved by the Services of the Ministry of Environment and Energy or legal entities or the Company for the Unification of Archaeological Sites, respectively.
ii. In the case of bus stops, shelters, bus stations, ticket offices, driver waiting rooms, and other related OOSA facilities, the relevant OOSA document shall be submitted.
iii. In the case of the substation of STASY S.A., a relevant document from STASY S.A. shall be submitted.
iv. In the case of archaeological sites and monuments, a document must be submitted by the Head of the Ephorates of Prehistoric and Classical Antiquities, Byzantine Antiquities, Modern Monuments and Modern Monuments Services, and Technical Works of the Ministry of Culture and Sports.
v. In the case of buildings and facilities within the boundaries of Mount Athos, a document from the Center for the Preservation of the Mount Athos Heritage must be submitted.
For installations and constructions that do not require a building permit or approval for small-scale construction work or other construction work, the following must be submitted in the case of a permanent connection/initial electrification: a document from the competent Building Authority certifying that no building permit is required for the specific work and that the structures and installations in question may be connected to the electricity supply.
The above case includes kiosks for war veterans, bus stations, technical works and water supply, sewerage, and irrigation facilities of municipalities and communities, building material yards, quarries, mines, ELPA wheelwrights, mobile homes of the Institute of Oceanographic and Fisheries Research, canteens, street food preparation and sales areas, greenhouses, ERT transmitters, squares, roads, and parks, as well as non-agricultural pumps.
For EV charging infrastructure installed either in existing electrified buildings as per paragraph 1 of Article 24 of Law 4710/2020 (A’ 142) or in public communal areas, the following shall be submitted for the case of permanent connection/initial electrification:
a) a solemn declaration/decision by the representative of the entity or the person legally entitled to assign the management of the application to the Application Manager,
b) the construction details and geospatial data for its location,
c) the details of the entity or person having the legal right,
d) a responsible statement by a competent engineer declaring that the electrical installation of the EV charging points has been carried out in accordance with the requirements and specifications set out in Greek Standard ELOT 60364, and is complete.
In addition to the above, the following shall be submitted:
i. for shared EV charging infrastructure installed in shared and/or common areas of an existing building in accordance with paragraph 1 of Article 22, Law 4710/2020 (A’ 142), a technical report by an electrician/electrical engineer including the operation and use of the entire installation.
ii. for EV charging infrastructure installed in public communal areas within a settlement, a floor plan, signed by the authorized engineer, of an appropriate scale depending on the size of the installation, showing the electrical installation of the EV charging points with the corresponding cabling infrastructure and the power supply of the stopping and parking area.
Article 2
Procedure for electronic submission and issuance of the connection certificate
The procedure for electronic submission and issuance of the connection certificate to public utility networks is carried out through the information system “e-Permits”.
An authorized administrator enters the application with the information specified in Article 1 into the information system and selects the competent YDOM for the construction site. Once the required supporting documents have been completed and the administrator of the application has made a solemn declaration regarding the accuracy, validity, and completeness of the information submitted, the engineer submits the application and the system automatically issues the certificate, which states its period of validity and receives a unique number.
In cases where the building permit or any revisions/updates thereto have been issued through the “e-Permits” information system, the application for certification is electronically linked to the previous act, with the possibility of accessing its details.
Article 3
Validity of the certificate – Certificate form
The validity of the certificate of connection to the electricity distribution network is set at six (6) months from the date of issue and is stated on the forms for definitive or temporary connection certificates. If the period of validity of the certificate expires without action, the application referred to in Article 2 shall be resubmitted, with a corresponding renewal of its period of validity.
The above certificate is also used to connect the property/building to the water supply network.
Article 4
Inspection procedure by the Building Services
The competent YDOM has access to the information system and conducts random checks on at least twenty percent (20%) of the certificates annually. The inspection concerns the completeness of the required supporting documents and information. In the event of deficiencies or errors being found, the engineer is requested to submit, correct, or clarify the necessary information within two (2) months. If this deadline passes without action, the YDOM revokes the certificate and immediately informs the Electricity Distribution Network Operator to cut off the power supply.
Article 5
Technical specifications of electronic files of supporting documents
In the information system for issuing the certificate connection with the networks of public utility are submitted electronically digitally files descriptive data, where required pursuant to Article 1 of this Regulation, the technical specifications of which are described in paragraph .2 of Article 19 under items YPEN/YPRG/ 48123/6983 ministerial decision (B’ 3136/2018).
Article 6
Terms of access and availability of the information system and electronic information
The provisions of Article 16 of Ministerial Decision No. YPEN/YPRG/48123/6983 (B’ 3136/2018) apply to the rights of use, the registration procedure, and the method of access to the information system for issuing the certificate of connection to public utility networks. 48123/6983 (B’ 3136/2018) apply.
Confidentiality, terms of access and availability of information systems, electronic services and data are described in Article 17 of Ministerial Decision No. YPEN/YPRG/48123/6983 (B’ 3136/2018) .
Article 7
Definitions and specifications of the information system and interoperability with other electronic systems
The rules and standards for the design, development, and operation of the information system, as well as the geospatial information, the data, metadata, and electronic services provided by the system, the provisions of Article 13 of Ministerial Decision No. YPEN/YPRG/48123/6983 (B’ 3136/2018) shall apply.
The information system follows rules and standards for interconnection and interoperability with third-party information systems and applications, in accordance with Annex II of Decision No. YAP/F.40.4/1/989/2012 (B’ 1301) decision and in accordance with the provisions of Law. 4727/2020.
The information system for issuing the certificate of connection to public utility networks will have access to data transfer under interoperability terms with related available information systems (e.g., the system for reporting unauthorized constructions under Law 4495/2017) and, in particular, with the corresponding information system of the Hellenic Electricity Distribution Network Operator.
The electronic distribution of data also enables the Greek Electricity Distribution Network Operator to be notified in cases where a connection certificate is revoked or, more generally, ceases to be valid.
Article 8
Obligations of the information system administrator and fee for the issuance of each connection certificate
The general obligations of the Technical Chamber of Greece (TEE), as administrator of the information system for issuing certificates of connection to public utility networks, are as follows:
a) to support the operation of the information system with high availability by providing online access, system support, efficiency adjustments, and to take all necessary measures to ensure smooth and efficient operation, in accordance with the provisions of this document,
b) ensure the maintenance of the system’s equipment and software in order to guarantee the required performance and security;
c) adapt the functions of the information system to any changes in legislation and, where necessary, upgrade and add functionality in accordance with the instructions of the Ministry of Environment and Energy and the Ministry of Digital Governance,
d) provide information and statistics to the Ministry of Environment and Energy,
e) to provide support to users and competent services in the operation and use of the system.
The administrator of the information system issuing the connection certificate is entitled to collect a fee of €10 per certificate issued in order to fulfill the above obligations.
Article 9
Commencement of operation
The procedure of paragraph 1 of Article 47A of Law 4495/2017 shall be fully implemented six (6) months after the date of publication of this law.
The President of the Technical Chamber of Greece (TEE) may, by means of a declaratory act, place the issuance of the certificate of connection to the networks in the information system “e-Permits” and before the deadline referred to in paragraph 1 of this article.
Article 10
Entry into force
This law shall enter into force upon its publication in the Government Gazette.
This decision shall be published in the Government Gazette.
