Inspections of buildings begin

New, significant burdens for contractors and property owners who build, provides for a Joint Ministerial Decision on the mandatory inspections that must henceforth be carried out in order to implement the studies and avoid arbitrary construction at least in buildings that have a building permit.

According to the Joint Ministerial Decision published in the Government Gazette and now in effect, the following must be done from now on:

* A check (category A) is required for:

a) Construction work, without adding height or extension, to existing buildings, regardless of their surface area and use, for which a building permit is required and which alter the appearance or load-bearing structure of the building.

b) Additions to the height of existing buildings, regardless of their surface area and use.

c) Demolition work, regardless of the type and category of the project.

d) Fencing works, regardless of their type and size.

Two checks (Category B) are required for

a) Construction of new buildings with a total surface area (whether or not included in the building coefficient) of up to 2,000 square meters.

b) Additions by extension to existing buildings, total area, after the addition, (included or not in the building coefficient) up to 2,000 sq.m.

c) Prefabricated buildings, regardless of their use and surface area.

Three inspections (Category C) are required for the construction of new buildings or extensions to existing buildings with a total surface area (whether or not included in the building coefficient) greater than 2,000 square meters, regardless of their use.

*The remuneration of Building Inspectors is determined, per inspection and per project category, as follows:

For category A work inspections:

a) For construction work on existing buildings, compensation is set at €150 for buildings with a total surface area of up to 1,000 square meters and €250 for buildings with a total surface area of more than 1,000 square meters.

b) For demolition and fencing work, compensation is set at €100.

For the initial inspection of Category B and C buildings:

For buildings with a total surface area of up to 1,000 square meters, compensation is set at €200, while for buildings with a total surface area greater than 1,000 square meters, compensation is set at €300.

For the interim inspection of Category C buildings:

For buildings with a total surface area of up to 1,000 square meters, compensation is set at €0.4 per square meter and cannot be less than €200, while for buildings with a total surface area greater than 1,000 square meters, the compensation is set at €0.3 per square meter and cannot be less than €450 or more than €2,000.

For the final inspection of buildings in categories B and C and for additions in category A:

For buildings or additions in height with a total surface area of up to 1,000 square meters, the compensation is set at €0.5 per square meter and cannot be less than €200, while for buildings or additions in height with a total surface area greater than 1,000 square meters, the compensation is set at €0.4 per square meter and cannot be less than €600 or more than €3,000.

If the amount of compensation is between €1,001 and €2,000, two Building Inspectors are required for the inspection.
If the amount of compensation is between €2,001 and €3,000, three Building Inspectors are required for the inspection.

The compensation amount shall be deposited by the project owner, under his responsibility, into a special account of the Building Inspector within 24 hours of the inspection. In the event of late payment, the Inspector shall not send his findings, informing the competent service, which shall issue a work suspension order.
