Electronic Issuance of Building Permits

Features of the new system
All supporting documents and studies for the issuance of a building permit will be submitted and processed electronically, in accordance with the stages provided for by law. Engineers, building department officials, and property owners themselves will be able to monitor the building permit issuance process via their computers using a special access code.
The same electronic system will link the issuance of the building permit with the issuance of the building ID, and at the same time, without human intervention, the building inspector will be selected from a list of 2,500 engineers who have already been accredited by the Ministry of the Environment for areas throughout the country, in order to carry out inspections at the specified stages of construction of each new building. These details come from the detailed presentation of the new system given by the president of the Technical Chamber of Greece to journalists.
In detail, the main features of the system are:
- The system will accept applications and all required supporting documents and studies, in accordance with the applicable completeness tables, in electronic form.
- The application will be submitted to the competent Building Authority, according to its geographical location, where the competent officials will carry out the inspection and make any comments electronically, which will be communicated to the engineer in real time.
- The permit will be issued after all the required stages have been approved and the required studies have been found to be complete, as well as after any additional supporting documents have been submitted.
- The entire inspection process, the history of changes, and the file will be kept electronically and will be available to the engineer, the owner, the competent Building Authority, and the Ministry of Environment, Energy, and Climate Change.
- The same system incorporates the electronic process for submitting requests for inspection, the random selection of building inspections, and their results.
- There is also provision for the transfer of data in response to requests from services other than the Building Services, for the parallel search for any additional approvals.
The following beneficiaries participate in the system with the following rights:
- Competent engineers with full access, who submit data on the projects they have undertaken.
- Property owners, with the ability to read the files relating to their own properties.
- The competent officials of the Building Services (based on their internal hierarchy) with full access to the details of the permits that belong geographically to the specific Building Service, with the right to intervene, make comments, and issue administrative acts.
- The competent officials of the central services of the Ministry of Environment, Energy and Climate Change with full access to all data.
The results achieved thanks to the system are as follows:
- Complete electronic documentation of the details of a building permit file.
- Possibility of completing the process without engineers and owners visiting the Building Services, without the burden of serving the public, and therefore without distracting Building Services staff from their main work.
- Full documentation of any delay in issuing a permit, at all stages.
- Elimination of bureaucracy in the appointment of building inspectors and in the documentation of inspections.
- Reduction of costs for the creation of the Electronic Identity of new Buildings.
- For the first time, low-cost tools will be available, with the ability to cover large areas, for the effective combating of illegal construction by both the Building Services and the central services of the Ministry of Environment, Energy and Climate Change.
The process and implementation steps are as follows:
- The TEE has completed the software and it remains to be installed on the equipment for a few weeks of trial operation.
- Executives of the TEE will visit the Building Services Department, will inform and will train their executives for a16> about the full operation of the system.
- Any comments made during the demonstration and training process for Building Services executives will be incorporated immediately.
- At the same time, the existing passwords of Building Services employees for the arbitrary process will be extended to include access to the new functions, while the heads of the Building Services, with the help of TEE executives, will assign rights to their employees.
- Upon completion of the initial training and assignment of codes, selected engineers will submit actual requests to be handled by Building Services executives, so that everyone can gain real-world experience.
- Immediately afterwards, the issuance of administrative acts will begin, and the TEE will support both the Building Services and engineers in using the system.
- In any case, it will continuously incorporate any new features deemed necessary or user feedback.
