A FEW WORDS ABOUT THE MEAT LABORATORY OPERATING LICENSE

Licensing Authorities (what license each business must obtain)

In addition to the permit issued by the Development Directorate for the installation of equipment, the Veterinary Directorates of the Prefectural Administrations license (or approve the suitability of) the following food businesses handling products of animal origin or further processing of processed animal products:

  • Meat cutting facilities, combining the production of minced meat and meat preparations
  • Meat product production facilities
  • Production facilities for canned cooked foods
  • Facilities for the production of rendered animal fat and animal fat residues
  • Gelatin and collagen production facilities
  • Processed stomach and intestine production facilities
  • Processing facilities for frozen fish
  • Fish processing facilities
  • Shipyards
  • Dairy production facilities
  • Egg product production facilities
  • Facilities for the production of ice cream
  • Facilities for the production of salads from processed animal products
  • Facilities for the production of cooked meals, pizza, sandwiches (not for direct sale to consumers)
  • Soup and sauce production facilities that have used animal product extracts

The Regional Development Directorate licenses the remaining food production, processing, and storage facilities in accordance with Law 3325/2005, and the certificate of suitability is issued:

  • For plant product processing facilities, from the Rural Development Directorates
  • For alcoholic beverage production facilities by the Chemical Services of the GCS
  • For the remaining facilities, by the Directorate of Health and Public Hygiene

Studies required for the issuance of operating licenses:

  • Fire protection study
  • Engineering plans with the relevant responsible statements, certified by the Town Planning Department
  • Study for the chimney or responsible statement by an engineer, if required

Licensing documents (Ministerial Decision No. 483/35/F.15/2012) (see Legislation):

A) Supporting documents for professional workshops

  • Questionnaire, signed by the legal representative of the company and certified for the authenticity of the signature
  • A solemn declaration of commencement of operations, signed by the legal representative of the company and certified for the authenticity of the signature.
  • Decision on the Approval of Environmental Terms, unless Standard Environmental Commitments are provided for the specific activity (Category B activities) or even exemption from these in accordance with the new environmental classification Y.A.1958 -Government Gazette 21/B/13-01-2012 (see Legislation)
  • Certificate of land use, issued by the competent Urban Planning Services

B) Special supporting documents (if required, on a case-by-case basis)

  • Fire Safety Certificate from the competent Fire Department in accordance with the provisions of Joint Ministerial Decision Φ15/οικ.1589/104 (Government Gazette 90Β΄/2006), if required. In the case of petroleum products (liquid fuels) or LPG installations for the operational needs of the units, the provisions of Joint Ministerial Decision of 28-6-1991 with details in Government Gazette 578B/ 1991, as applicable, and Ministerial Decision Δ3/14858/1993 (Government Gazette 477B/1993) respectively.
  • Approval of health suitability by the competent health authority, in accordance with Joint Ministerial Decision No. 12710/860/F.15/2007 (Government Gazette 1026B), as applicable.
  • Certificate of suitability from the Directorate of Agricultural Development or the Directorates of Trade or the General Chemical Laboratory of the State or a license from the Directorate of Veterinary Medicine
  • Copy of Building Permit, if the activity will operate in a newly constructed building
  • Responsible statement by a legally competent engineer (Civil Engineer), if the activity will operate in an existing building, regarding the structural adequacy, the installation of mechanical equipment in the main use area (not auxiliary or common use), the number of the existing building permit, as well as the non-requirement for the issuance of a new one.
  • Co-ownership regulations, in the event that the unit operates within a multi-story building, in accordance with the provisions of Article 4 of Law 3741/1929 (Government Gazette A’ 4) “On ownership by floor,” if applicable, otherwise a solemn declaration by the owner of the premises where the activity is to be carried out that there are no regulations and that he agrees to the establishment of the activity
  • Hydraulic test certificate for the steam boilers or steam generators of the installation, as well as a certificate of acceptance, based on the Ministerial Decision provided for in the provision of Article 14(3) of Law 3853/2010 (Government Gazette A 90)
  • Valid inspection certificate for LPG tanks in accordance with Ministerial Decision Δ3/14858/1993 (Government Gazette 477Β/1993), Article 3.3.13, as applicable, if the unit has an LPG installation.
  • Certificate of construction of a traffic connection, if the installation site has an entrance or exit to a national road
