Engineers’ Certificate: Affidavit by Engineer and Owner

All real estate transfers from now on, according to Law No. 4495/17, can only be done with the attachment of a responsible engineer’s statement, which will certify that there are absolutely no urban planning violations on the property.
We provide a special engineer’s certificate, which serves as the identity of a property and protects both the buyer and the owner from possible contract cancellation due to building violations that even the property owner may be unaware of. The transfer certificate confirms that the property has been constructed in accordance with its building permit.
The engineer’s certificate is issued by us immediately (provided you have the building permit plans) within 24 hours. If the property is outside the city plan, a topographic survey with coordinates in EGAS87 is required. The engineer’s certificate applies to all properties with or without buildings, replaces the property ID, and protects the buyer and owner from possible contract cancellation due to building violations that the property owner may be unaware of.
In this engineer’s certificate, after an on-site inspection of the property by the engineer, in accordance with the building permit, the approved architectural construction plans, any legalizations, etc., it is certified that the property has been constructed in accordance with its building permit, that no unauthorized use has been installed on the property, and that these have been legalized by some legislation or have been regulated by the current legislation on unauthorized use. the ENGINEER’S CERTIFICATE is drawn up in accordance with the specifications of Article 83 of Law 4495/17. The ENGINEER’S CERTIFICATE does not include the inspection of common areas or jointly owned areas of the property.
PROCEDURE FOR ISSUING THE ENGINEER’S CERTIFICATE

The process of issuing an ENGINEER’S CERTIFICATE is assigned to an engineer by the property owner.

The ENGINEER’S CERTIFICATE is accompanied by a sworn statement from the owner that there are no buildings on the property, or that no unauthorized constructions have been carried out on the distinct, independent, horizontal, or vertical co-ownership.

Provided in the Mechanical Contract of ownership, Establishment of Horizontal or Vertical Ownership, if there is co-ownership, the plans of the Building Permit Study (if issued) relating to the property, or if it is unauthorized, or there are violations of the Urban Planning Regulations, the corresponding legalizations that exist.

An on-site inspection and check by the Engineer is carried out to ensure the correct application of the Licensed Studies provided, etc.

The Engineer transmits the details of the Owner and the Legality of the Property via an electronic system to the Technical Chamber of Greece (TEE) and the corresponding ENGINEER’S CERTIFICATE is issued.
