The purpose of this process is to protect the built environment, ensure compliance with the law, and prevent unauthorized actions that disrupt the balance of urban development. <\/p>\n

The right to file a complaint is not limited to owners of neighboring properties. Any citizen may exercise this right, provided they are seeking to protect the public interest and ensure compliance with the law. <\/p>\n

What can be reported<\/strong><\/p>\n

The construction or existence of unauthorized structures built without a building permit or in violation of approved plans.<\/p>\n

The issuance or amendment of a building permit in violation of urban planning regulations or without meeting the required conditions.<\/p>\n

Procedure<\/strong><\/p>\n

The report must be submitted to the competent Building Authority (Y.D.O.M.), accompanied by relevant supporting evidence. The agency is required to conduct an on-site inspection to verify the complaint. If violations are found, a report of unauthorized construction is drawn up, and fines and other penalties are imposed, as provided by Law. 4495\/2017.<\/p>\n

The complaint must be filed in good faith. Using this procedure to harass neighbors or to further competitive interests may result in the complaint being dismissed or even in legal liability for the complainant. <\/p>\n

Despite the institutional framework, in practice, building inspection authorities often face delays or are unable to conduct on-site inspections due to a lack of staff and technical support. This undermines the credibility of the process and erodes public trust. <\/p>\n
