Law 3661\/2008 (Government Gazette 89\/A\/2010) “Measures to reduce energy consumption in buildings and other provisions” was amended:<\/p>\n

with Article 10 of Law 3851\/2010 “Accelerating the development of Renewable Energy Sources to combat climate change and other provisions within the remit of the Ministry of Environment, Energy and Climate Change” (Government Gazette 85\/A\/2010).
\nArticle 28 of Law 3889\/2010 “Financing of Environmental Interventions, Green Fund, Ratification of Forest Maps, and other provisions” to extend it to residential buildings intended for use not exceeding four (4) months (holiday homes).<\/p>\n

Pursuant to the authorization of Law 3661\/2008, the following regulatory provisions were issued which a9> complete the legislative framework required for the full implementation of the law: <\/p>\n

The Building Energy Efficiency Regulation (KENAK) approved by Joint Decision No. D6\/B\/oik.5825\/30-03-2010 of the Ministers of Finance and PEKA (Government Gazette B 407).<\/p>\n

For the support of the implementation of KENAK were approved by the decision. 17178\/2010 Decision of the Minister of PEKA (Government Gazette 1387\/ B\/2.9.2010) the following Technical Instructions of the TEE, which are available from the TEE:
\na) TOTEE 20701\u22121\/2010 “Detailed national specifications parameters for the calculation of the energy efficiency of buildings and the issuance of the certificate of energy efficiency”,
\nb) TOEETEE 20701\u22122\/2010 “Thermophysical properties of building materials and control of thermal insulation adequacy of buildings”,
\nc) TOTEE 20701\u22123\/2010 “Climatic data of Greek regions”,
\nd) TOTEE 20701\u22124\/2010 “Instructions and forms for energy inspections of buildings, boilers, and heating installations,” boilers and heating installations and air conditioning installations.” <\/p>\n

The following were also issued for the implementation of KENAK:
\na) Circular “Implementation of the Energy Performance of Buildings Regulation (KENAK)” (No. 1603\/4.10.2010) and b) the Circular “Clarifications on the proper implementation of the Energy Performance of Buildings Regulation” (ref. 2279\/22.12.2010)
\nc) Circular 2366\/05.01.2011 with additional clarifications
\nd) Circular 22\/26.01.2011 of the Coordinating Committee of Notary Associations of Greece.
\ne) Circular “Clarifications on the application of KENAK” (ref. 2021\/14\/6\/2012)<\/p>\n

Decision No. 49731\/2010 of the Minister of Environment, Energy and Climate Change (Government Gazette 498 AAP\/23.11.2010) amends Article 25 of the Building Regulations (Government Gazette 380\/\u0394\/1997) is amended with regard to the requirements for the preparation of studies for hydraulic and electromechanical installations and is extended to all buildings falling within the scope of Law 3661\/2008.
\nDocument 917\/10.5.2011 of the General Secretariat for Spatial Planning and Urban Regeneration provides clarification on any delays in the issuance of building permits. (6-month pdf). <\/p>\n

For the facilitation of mechanical is provided Example Study Energy Efficiency and List Check Application Minimum Requirements for the Urban Planning Offices.<\/p>\n

Presidential Decree 100\/2010 “Energy Inspectors of Buildings, Boilers, Heating Installations, and Air Conditioning Installations” (Government Gazette 177\/A\/6.10.2010) and Joint Ministerial Decision “Training and Examination Procedure for Energy Inspectors” (Government Gazette 2406 B\/31.10.2011) which specifies the procedure for granting definitive licenses to energy inspectors.<\/p>\n

Paragraph 23 of Article 42 of Law 4030\/2011 “New procedure for issuing building permits, construction inspections, and other provisions” (Government Gazette 249 A\/2011) stipulates that
\na) the temporary licenses of energy inspectors are extended until October 6, 2012,
\nb) the experience required for the granting of an energy inspector license is reduced from four years to two years, and
\nc) the status of civil servant is incompatible with that of energy inspector, as further clarified in the Circular “Clarifications on the application of the provisions of Law 4030\/2011 ” New procedure for issuing building permits, construction inspections and other provisions” (Government Gazette 249 A), concerning positions incompatible with those of Building Inspector and Energy Inspector” (Ref. 958\/29.3.12) .
\nFurthermore, Article 6 of Law 3818\/2010 (Government Gazette 17\/A\/2010) “Protection of forests and forest areas in the Prefecture of Attica, establishment of a Special Secretariat for Environmental and Energy Inspection and other provisions,” the Special Energy Inspectors Service (EYEPEN), which was established administratively and organizationally by Presidential Decree 72\/2010 (Government Gazette 132\/A\/2010) “Establishment, administrative and organizational structure, and staffing of the Special Energy Inspectors Service,” which is part of the Special Secretariat for Environmental and Energy Inspection of the Ministry of Environment, Energy and Climate Change.[\/vc_column_text][\/vc_column][\/vc_row]<\/p>\n<\/div>","protected":false},"excerpt":{"rendered":"
