Furthermore, according to Deputy Minister of Environment Yannis Tsironis, under the current regime, fines for non-compliance are very high, making it impossible to pay them off. As he said, the fines are intended to record the built-up area so that, where necessary, unauthorized buildings can be demolished and, where deemed necessary, the resources can be made available to carry out environmental restoration interventions. <\/p>\n

“25% of the new fines will go to the Built Environment Observatory, so we will have resources for demolitions that we did not have before, but which came from the state budget. Now this will not be the case, they will not need to go into a general fund called the Green Fund. Of course, 50% will go to the Green Fund, but there we are discussing very seriously how to utilize the resources of the Green Fund, which are currently dormant. However, there is 25% that will go directly to the municipalities, always under the supervision of the Green Fund, for immediate interventions,” he noted. <\/p>\n

For the transfer of the building coefficient<\/strong><\/p>\n

According to Rena Klampatsa, Secretary General for Spatial Planning, the process of transferring building rights “concerns a specific property from which it is leaving in any case, but where it will go concerns an area. This immediately brings to the fore the fact that we need to find this thread, which, from where I transfer it to where I direct it, the place where I direct it must have this capacity, not only in terms of the property itself, but also in terms of the wider area of the Zone, i.e., where it is to be transferred. In this context, the specifications for the building coefficient reception zones have been issued. They have been issued for pilot implementation in Attica because it is understood that we need to be careful about this issue in wider areas, even outside the neighboring municipality, as the provision initially stated. <\/p>\n

“These Zones will be defined by Presidential Decrees and will therefore be subject to review by the Council of State and to scrutiny as to whether these Zones – always within the plan, and I emphasize this point – are indeed within the plan – ZYS (Reception Zones) can withstand and accommodate a coefficient that is transferred for reasons related to the protection of our cultural and architectural heritage, or for those who give up their right to build on their property because someone else owns it.
