The aim is to reduce fines for the most financially vulnerable owners so that they too can regularize their unauthorized buildings if they have not managed to do so by February 8 amid the crisis. Otherwise, if the owner had the means but did not proceed with regularizing the unauthorized construction, the fines will be severe. The average fine per settlement is around \u20ac5,000.
