Proportion coefficients are the reduced charge coefficients (charge coefficients that have been reduced to a unit &#8211; their sum equals a unit). <\/p>\n<p>The surcharge rates for apartments depend on the type (category) of expenditure.<\/p>\n<p>The contributors of the surcharge for each apartment may:<\/p>\n<ul>\n<li>\n<div>be fixed numbers (e.g., thousandths of co-ownership) or<\/div>\n<\/li>\n<li>\n<div>calculated based on some other quantity (size)<\/div>\n<\/li>\n<\/ul>\n<p>e.g. the surcharge rates for heating fuel supplies can be calculated based on the hours of use of the central heating system.<\/p>\n<p>The surcharge coefficients for the allocation of the cost of emptying a communal septic tank may be equal to the water consumption of each apartment.<\/p>\n<p>If the surcharge coefficient for an apartment is zero, the apartment does not contribute to the cost of the expense (it is not charged for the expense).<\/p>\n<p>Complex cost allocation occurs when different portions (percentages) of the cost are allocated based on other (different) cost factors.
