Approval of Suitability of Location and Granting of License for the Establishment of a Public Fuel Station, Within Approved City Plans

Transport and Communications Department of the Prefectural Administration of the place of residence of the person concerned.
Requirements
-
Allow the issuance of a building permit for a gas station at the proposed location and, in the case of an existing building, the revision of its building permit for the installation of the gas station.
-
The plot must have the required dimensions and, in particular, the required frontage length with the width of the sidewalk in front of it.
-
The road in front of the plot must have the required pavement width.
-
The environmental conditions of Law 2523/1997 must be met. 1650/86.
-
The safety distances specified in Articles 5 & 6 of Presidential Decree 1224/81, as applicable, must be observed.
The interested party should:

Be at least 21 years of age.
-
Be a Greek citizen.
-
Not subject to the penalties of Law 1376/88 (insubordination or desertion).
-
To be the owner of the property where property where it will be established the gas station or to have the legal right to use it.

Application – sworn statement

A sworn statement by the property owner consenting to the establishment of a fuel station (in cases where the property does not belong to the interested party).

Topographical map of the area in quadruplicate.

Statement by the engineer declaring that the proposed location is suitable for the establishment of a gas station.

Diagram of the building, the location of the pumps and tanks for the construction of a gas station.

Diagram showing the dimensions, location of tanks, and electrical installation.

Technical report on mechanical and electrical installations in triplicate.

Budget for the cost of supplying and installing pumps and triple tanks.

Deposit slip to the Public Treasury: 29.50 EUR.

Public Fund Bill 29.50 EUR for each pump and 17.50 EUR for each portable pump and 29.50 EUR for the installation of a washing machine – lubricator.

Approval of sidewalk removal by the competent road authority.
-
Proof of deposit at the Technical Chamber of Greece (TEE) or a bank for the legal fee of the engineer for the preparation of the study.

Proof of payment of the statutory rates to TSEMEDE and EMP of the engineer’s fee.
-
Proof of payment of tax on the engineer’s fee to the Public Treasury.
-
Approved fee schedule (approved by the Technical Chamber of Greece or Technical Services Departments).
Granting of a license to operate a car wash and lubrication station
Requirements
-
Not have been convicted of fuel adulteration in the last five years.
-
Hold a valid license to operate a petrol station.
-
If they are a natural person, they must be a Greek citizen and be at least 21 years of age.
-
The supporting documents submitted must demonstrate that the station has good transport links, that the relevant facilities were constructed in accordance with the approved plans, and that the terms and conditions of Presidential Decree 1224/81, as applicable, were complied with.

A solemn declaration by the engineer that the construction of the gas station and the facilities within it
were made in accordance with the approved designs and the terms of the establishment license were followed. -
Certificate from the competent authority for the road in front of the station regarding the station’s traffic connection.

Building permit. In the case of an existing building, a revised permit must be submitted.

Granting of a new operating license for a fuel station inside or outside a residential area due to concession of use or exploitation (change of beneficiaries) (06/29/2004)
The documents required for the completion of the task are as follows:

Application by the new operator (provided by our Service).

Affidavit of the interested party pursuant to Law No. 1599/86: that he/she has the legal right to operate the gas station.

That he is not subject to the restrictions of Article 19 of Law 1763/88 due to an irrevocable conviction for insubordination or desertion, has not been convicted in the last five years for fuel adulteration, and
that no changes have been made to the gas station.

Deposit slip to the Public Treasury €29.50 for each permanent pump, €17.61 for each portable pump
pump and €29.50 for each washing machine – lubricant.
The interested party must:

Not be subject to the restrictions of Article 19 of Law 1763/88 (conviction for insubordination or desertion) and not have been convicted in the last five years for fuel adulteration.

Be at least 21 years of age and a Greek citizen, unless subject to the exception of paragraph 2 of Article 15 of Presidential Decree 1224/81 (Government Gazette 303/A/81).

Have the legal right to operate the gas station, unless subject to the exception of paragraph 8 of Article 15 of Presidential Decree 1224/81.

The supporting documents submitted must show that there has been no change in the details of the facility and that there is a valid operating license.

The time required for the issuance of the operating license is ten (10) days from the submission of the supporting documents, provided that they are complete.
Granting of a license to establish a car wash and lubrication station
Requirements:

It is not permitted to install from the uses of land.
-
The plot must have the minimum frontage required for vehicle entry and exit (like a small station).
-
Comply with the environmental conditions of Law 1650/86.

Be the owner of the property (land) on which the car wash will be established or have the legal right to use it.

Certificate from the Fire Department in accordance with current regulations, stating its period of validity. This certificate must be renewed before its expiry date by the Fire Department that issued it, under the responsibility of the person in charge of the car wash/lubrication station (operator) and submitted to the Transport & Communications Department.

Responsible statement of Law 1599/86 of the supervising engineer “that the construction of the station and its facilities was carried out in accordance with the approved plans and that, during the supervision of the works, the terms and restrictions of the establishment permit and Presidential Decree 455/76, as currently in force, were complied with.”

Certificate from EYDAP (Athens Water Supply and Sewerage Company) for wastewater treatment and connection to the sewerage network.
